This is the transcript of Secretary of Energy Frederico Pena's press conference which was held upon the release of the report: Building Public Trust: Actions to Respond to the Report of the Advisory Committee on Human Radiation Experiments. This report, prepared by the U.S. Government Human Radiation Interagency Working Group (IAWG), presents the Administration's actions to improve openness in government, protect human subjects in the future, and redress past wrongs with respect to human radiation experiments.
On March 12, 1996, Assistant Secretary of Energy for Environment, Safety and Health, Dr. Tara O'Toole, reported on the activities of the Interagency Working Group (IAWG), which was directed by President Clinton to respond to the recommendations of the Advisory Committee on Human Radiation Experiments (ACHRE).
What follows is a transcript of a Stakeholders Workshop organized by the staff of the Human Radiation Experiments Interagency Working Group (IAWG). The IAWG was established in January 1994 by President Clinton to coordinate Federal agency activities in response to revelations about past human experiments involving ionizing radiation. These agency activities include research, record searches, and responding to public inquiries. At the same time, the President established an independent Advisory Committee on Human Radiation Experiments (ACHRE) to provide expert advice and recommendations. The ACHRE presented its final report, including 18 recommendations, to President Clinton in October of 1995. The Stakeholders Workshop was an effort by the staff of the IAWG to get public input into the process of developing a government response to these recommendations. It was organized as an open information exchange between representatives of government, topical experts, citizens who believe they have been subjects of government-sponsored radiation research and releases, and advocates for these citizens.
