It supplies background information, a site characterization summary, the monitoring approach which was used, and a time-line of project activities. The bulk of the report comprises a contingency plan to be set in motion in case of an emergency to prevent endangering human health or the environment. This section describes lines of authority; emergency situation recognition; evacuation procedures; medical concerns; plans for fire, spills, and flooding; and reporting procedures. Cesium, a major contaminant in the sediment of White Oak Creek, is discussed frequently throughout the report. Measurements are given in picocuries per gram (pCi/g).
